When these are worn they can cause a high or erratic tickover if an old one has lost some of it's elasticity thus not pulling the carb butterflies or throttle body fully closed.
Note that sometimes in storage/transportation the end links can become entangled inside the spring, a little jiggling will release them if neccessary.
